Witnesses do not count as he/she could be you're friend and could be telling a false story. You need pictures of the incident for example if a staff member is banning people for no reason you can take a picture of him/her and upload and make a new topic and post. There are many upload websites, the one i use is called www.tinypic.com. If u abuse this system and report staff members for no reason 3 times u will get a mute ingame.
